D. Roberts called the meeting to order at 7:30.

PZC2014-14 Request from Hull Products to present information about the Forest Management Activity proposed within the Conservation Easement and request’s permission to log within the easement 476 Tolland Tpk (Map 21 Lot 22 & Map 16 Lot 40, 41 Zone R80) Applicant: Hull Forest Products ~

The applicant was able to attend the meeting.  A discussion was held on the application.  S. Yorgensen gave the details of the area to be logged and said they want to cut trees between 6 inches and 30 inches (fire wood and timber) but not everything.  S. Yorgensen said the reason the applicant is before PZC is due to the conservation easement area; if they want to thin trees, cut brush or prune within the easement, they have to get permission from PZC.  She said the applicant went before IWWC and was approved as IWWC is not allowed to prohibit agriculture.  S. Yorgensen said the IWWC wrote a letter to PZC asking they not allow logging within the conservation easement and expressed their concern.
J Sullivan asked if the property has a forestry management plan. S. Yorgensen said they do not have a Forestry Management Plan; they want to conduct a Forestry Management Practice.  She added that the only thing PZC has jurisdiction over is the conservation easement.  J. Sullivan said he would like to see a comprehensive forestry plan and a discussion was held.  S. Yorgensen said the forester will be at the next meeting.   

The Commission will like to decide on a site walk at the next meeting.  S. Yorgensen will email the Commission the map of the site and the conservation easement.  

PZC2014-15 Application for Special Permit for a Martial Arts School to be located on the upper level end unit of 11 Phelps Way (Map 30 Lot 14 Zone R80) Owner: C & S Willington Limited Partnership Applicant: R & D Kempo, LLC (Received May 6, 2014 Public Hearing on June 3, 2014 Decision within 65 days after close of P.H.)

The Public Hearing has been set for June 3, 2014.

Request approval of ~sign and lighting for sign at unit #4 15 River Road All Occasions Gift Wrapping & Novelty Shop Owner: Amy G Moore/A.M.P.M. PropertiesLLC Applicant: ~Elsie Martin

The Commission looked at the plans and a discussion was held.  

J. Sullivan motioned to approve the sign and lighting for the sign at unit #4 15 River Road All Occasions Gift Wrapping & Novelty Shop Owner: Amy G Moore/A.M.P.M. Properties LLC Applicant: ~Elsie Martin.  E. Standish seconded the motion.  All in favor.  Motion carried.

Staff Report

J. Sullivan asked what was happening regarding the violation on Village Hill Road.  S. Yorgensen said DMV issued a Summons and DEEP issued a Notice of Violation.  She said the building inspector has been by the location and said it is visibly being cleaned up.

Discussion was held on a complaint of snow that was being trucked offsite to an onsite location in Willington.

E. Standish motioned to approve the minutes of April 1, 2014 and J. Sullivan seconded the motion.  All in favor.  Motion Carried.  

Correspondence

  • Letter from Chris Casadei stating he is unable to attend tonight’s meeting and would like to know when the site walk is scheduled.  
  • Letter from IWWC on their concerns regarding PZC2014-14 and the logging within the conservation easement

Meeting adjourned at 8:15.
